David Hutchins is a licensed general contractor, general engineering contractor and real estate broker based in Southern California. He is the principal of Circle H, Inc. which most recently has been assisting home builders and developers with finalizing a myriad of issues to close out projects and transfer open space/orphan parcels to their long-term owners.
The Circle H team is currently working on several habitat transfers that involve the US Army Corps of Engineers, the California Department of Fish and Wildlife, US Fish and Wildlife, various flood control agencies and the Regional Water Quality Control Board among others.
The team is managing Builder-to-HOA maintenance turnover for over 40 communities in 5 Southern California counties.
